He notably addressed practical industry “grey areas,” such as whether rust or aesthetic discolouration qualifies as a statutory defect.

Financial Governance and HDA Compliance

Representing the National Housing Department (KPKT), Ms. Siti Sara binti Jamil (Senior Accountant) provided crucial updates on Housing Development Accounts (HDA). Her session clarified the stringent conditions for the withdrawal of surplus monies and the legal duties of developers in maintaining these accounts to ensure purchaser protection.

The Future is Digital: E-SPA, E-Signature, and E-Stamping

A major highlight of the afternoon was the technical session by Mr. Mohd Faizuri bin Abdul Aziz, Senior Assistant IT Officer at KPKT. As the sector moves toward a paperless future, Mr. Faizuri outlined the end-to-end process of the E-SPA system, including:

  • The implementation of E-KYC (Electronic Know Your Customer) for identity verification.
  • The mechanism of Digital Signatures and E-Stamping.
  • The role of stakeholders in maintaining the integrity of the digital certificate process.
