Exclusive: Key takeaways from HDA Seminar 2 of 2025

On 24 July 2025, our partner Lai Chee Hoe joined forces with 2 other heavy weight regulators – Tuan Mohd Faizuri (architect of HIMS & e-SPA) and Puan Siti Sara, (guardian of Housing Developers’ Accounts (“HDA”)) of Jabatan Perumahan Negara, KPKT. Here’s what went down:

Lai Chee Hoe started the session by sharing with participants the requirements of delivering vacant possession together with strata titles and its exceptions.

Next, Tuan Faizuri shared:


(a) the functionality of HIMS (Housing Integrated Management System) and steps to apply for housing developer’s license (“DL”) and advertising and sales permit (“AP”);

(b) e-SPA and its latest amendments (to its duration in delivering of vacant possession of a parcel and common facilities, expanding the scope of progressive payment);

(c) role of e-checker and the generation of digital cert and pin number;

(d) go-live and implementation of digital signature (replacing wet ink)

Finally, Puan Siti Sara then took the stage and shared:

(a) process of opening a HDA Account;

(b) elements of monitoring HDA account submission of annual audited financial reporting; audit visit, submission of progress financial reporting;

(c) withdrawals of monies during construction;

(d) freezing of HDA;

(e) withdrawals of HDA (after CCC) and the main conditions to be fulfilled
